As the Strategic Initiatives Manager, Rebecca designs and administers the City's policies, programs, and initiatives, related to closing the digital equity gap and increasing broadband adoption supports for communities who have been marginalized and are disproportionally served. She is a skilled manager and strategic thought partner experienced in advocating for technology policy that supports open, secure, and equitable internet access. She prioritizes working collaboratively with city staff, government agencies, community stakeholders, national organizations, and industry partners to develop, coordinate, and implement strategies and programs that further the city-wide goals of Portland's Digital Equity Action Plan (DEAP) and Broadband Strategic Plan. Rebecca also manages the Mt. Hood Cable Regulatory Commission's (MHCRC) Community Technology Grants, which funds community organizations, libraries, and local governments to provide technology access and training to traditionally under-served and under-represented populations.
